HB 1942 Summary: Oklahoma Veterans Recovery Plan Act of 2013

• Establishes the Oklahoma Veterans Recovery Plan Act of 2013 to provide hyperbaric oxygen treatment (HBOT) and other therapies for traumatic brain injury (TBI) and posttraumatic stress disorder (PTSD) to veterans, active duty military, National Guard members, and civilians in Oklahoma.

• Creates the Oklahoma Veterans Recovery Plan Trust Fund (OKVRPTF) with an initial authorization of $20 million for military members and $10 million for civilians, funded through state appropriations, bonds, and third-party payer collections.

• Authorizes payment for treatment at Centers for Medicare and Medicaid Services (CMS) published rates with physician supervision requirements; permits telemedicine supervision and prohibits more restrictive payment restrictions than state guidelines.

• Establishes the Oklahoma Evidence-based Practice Center to validate treatment results, track long-term outcomes, and provide independent biostatistical analysis of treatment effectiveness across state agencies.

• Exempts participating organizations (Insurance Department, Oklahoma State University Center for Health Sciences, University of Oklahoma) from certain procurement and budgeting requirements for two years to rapidly deploy treatment infrastructure and services; requires annual reporting to the Legislature and Governor.
