HB 1984 Summary

• Establishes the Fleet Management Division within the Office of Management and Enterprise Services to oversee motor vehicles owned and operated by state agencies, excluding Department of Public Safety, Department of Transportation, Oklahoma State Bureau of Narcotics and Dangerous Drugs Control, Oklahoma State Bureau of Investigation, and higher education institutions.

• Requires the Director to appoint a Fleet Manager and hire necessary personnel to manage fleet services, acquire maintenance facilities, and promulgate rules for efficient operations.

• Removes provisions granting the Director authority to construct and operate alternative fueling infrastructure for state agencies and political subdivisions (struck language in Section B.4).

• Directs the Director to report to the Governor and legislative leaders any agencies failing to comply with fleet management provisions regarding vehicle use, maintenance, and reporting requirements.

• Authorizes the Office to offer public access to alternative fueling infrastructure in underserved areas but requires cessation of public access if private fueling infrastructure becomes available within a five-mile radius.
