Creates the Oklahoma Port Task Force to study and develop a comprehensive plan addressing the burden on Oklahoma ports, roads, and bridges resulting from the expanded Panama Canal reopening.

Task force composed of 9 members including the Governor or designee, 2 House members appointed by the Speaker, 2 Senate members appointed by the President Pro Tempore, directors of the Department of Transportation and Department of Commerce, and 2 executive directors of active public ports appointed by the Governor.

Task force must conduct an organizational meeting within 90 days after sine die adjournment of the 1st Regular Session of the 54th Oklahoma Legislature and elect a chair by majority vote of members present.

Task force shall submit a final report to the Governor, President Pro Tempore of the Senate, and Speaker of the House of Representatives on or before December 31, 2014, with findings and recommendations.

Task force ceases authority to take official action after January 1, 2015, and dissolves by operation of law on February 1, 2015; declared an emergency measure taking effect upon passage and approval.
