HB 1988 Summary

• Establishes the "Education for Responsible Citizenship Act" requiring each technology center school district to provide programs for eligible youth referred by juvenile courts, Office of Juvenile Affairs, or juvenile bureaus.

• Youth do not need to be adjudicated to participate; programs are offered in addition to existing alternative education programs.

• Programs must include 12 required components: education assessment, academic instruction (math, science, English, history), occupational skill training, counseling, advocacy, community service learning, job counseling, life/employability skills, crisis intervention, parent involvement, career development, and technology exploration.

• Requires technology center school districts to report all revenue received and expended for participating students by September 15 of each school year to the State Board of Career and Technology Education.

• State Board must promulgate rules to administer the programs and allocate funding after consulting with juvenile courts, Office of Juvenile Affairs, and juvenile bureaus; becomes effective November 1, 2013.
