• Creates the "Student Data Accessibility, Transparency and Accountability Act of 2013" to establish data protection and privacy standards for Oklahoma student educational records.

• Requires the State Board of Education to create and publish a data inventory with definitions of student data fields, develop privacy compliance policies aligned with FERPA, and implement a comprehensive data security plan including access guidelines, privacy audits, and breach notification procedures.

• Prohibits the State Department of Education from transferring student or de-identified data outside Oklahoma except in specific circumstances (student transfers, out-of-state college enrollment, national assessments, voluntary program participation, vendor contracts, or migrant students).

• Mandates annual notification to the Governor and Legislature regarding new student data proposals (which become provisional and require approval within one year), changes to existing data collections, exceptions granted for data release, and results of privacy and security audits.

• Becomes effective July 1, 2013, with an emergency declaration for immediate effect upon passage and approval.
