• Requires all medical service providers under Oklahoma's SoonerCare program to collect a five-dollar ($5) copayment at the time services are rendered.

• Authorizes the state to seek a waiver from the Centers for Medicare and Medicaid Services (CMS) if necessary to implement the copayment policy.

• Allows medical service providers to retain collected copayments as additional incentive to accommodate those seeking services.

• Permits providers to waive the copayment in whole or in part at their discretion.

• Effective date: November 1, 2013.
