ENGROSSED HOUSE BILL 2021 - Summary

• Creates the "Firearms Freedom Act" to exempt certain firearms, firearm accessories, and ammunition manufactured and kept entirely within Oklahoma from federal regulation and taxation under interstate commerce authority.

• Requires firearms manufactured or sold under this act to be clearly marked "Made in Oklahoma" on a central metallic part such as the receiver or frame.

• Permits intrastate manufacture of firearms from basic materials (polymers, metal ingots, wood, etc.) without subjecting the finished firearm to federal regulation, even if generic parts are imported from other states.

• Establishes eligibility requirements for possession and purchase of firearms covered by the act, including age restrictions (21 for handguns, 18 for shotguns/rifles) and prohibitions on those with felony convictions or mental health commitments.

• Becomes effective November 1, 2013, and applies to firearms manufactured or retained in Oklahoma after that date.
