Amends 21 O.S. 2011, Section 1953 (Oklahoma Computer Crimes Act) to add two new prohibited acts: using a computer to annoy, abuse, threaten, or harass another person, and using a computer to put another person in fear of physical harm or death.

Violations of cyberharassment and threats (new provisions 8 and 9) are classified as misdemeanors and felonies respectively, with felony charges applying to the threat of physical harm or death provision.

Adds subsection D establishing that nothing in the Oklahoma Computer Crimes Act prohibits parents, legal guardians, legal custodians, or foster parents from monitoring computer usage or denying computer or Internet access to children under 18 years of age.

Becomes effective November 1, 2013.
