Amends 70 O.S. 2011, Section 3-104 to make charter schools eligible for grants from the State Public Common School Building Equalization Fund, previously available only to school districts.

Charter schools may only use funds to acquire buildings in which students enrolled in the charter school will be attending and must secure matching funds of at least 10% of the total grant amount.

Increases the maximum grant award per year from $1,000,000 to $4,000,000.

Allocates the greater of 10% of total available funds or the percentage of students enrolled in non-Statewide Virtual Charter School Board charter schools compared to low-wealth district enrollment to charter school grants.

Makes unused grant funds available to eligible charter schools after initial allocation to all eligible public school districts.
