Requires owners of hotels, motels, rest homes, nursing homes, day nurseries, convalescent homes, and child care institutions in Oklahoma to install carbon monoxide detectors in accordance with nationally recognized codes and standards adopted by the State Fire Marshal Commission

Defines "carbon monoxide detector" as a device that detects carbon monoxide gas, has an audible alarm, uses battery or AC power, and is tested and listed by a recognized testing laboratory

Establishes penalties of $50-$100 fine for violations or tampering with installed detectors, with enforcement authority granted to municipalities

Prohibits political subdivisions from imposing greater requirements on property owners regarding carbon monoxide detectors than those mandated by state law

Authorizes the State Fire Marshal Commission to promulgate rules and establish a compliance timetable for implementation, effective November 1, 2013
