Amends the definition of "motor vehicle" in Oklahoma law to exclude recreational vehicles and certain all-terrain vehicles, utility vehicles, and motorcycles used exclusively for off-road use when sold by retail implement dealers

Creates new definitions for "powersports vehicle" (motorcycles, scooters, mopeds, ATVs, utility vehicles), "powersports vehicle dealer," and "retail implement dealer" (businesses primarily selling farm tractors or implements of husbandry)

Establishes licensing fees for powersports vehicle dealers at $300 initial fee per manufacturer represented at each location, with $100 annual renewal fee per manufacturer per location

Allows powersports vehicle dealers to sell only the specific types of powersports vehicles authorized by each manufacturer, rather than requiring sales of every powersports vehicle type from that manufacturer

Effective date of November 1, 2013
