• Creates the "Water Cooperation Act" to establish a framework for public stakeholder meetings on water infrastructure projects and local water needs across Oklahoma's five congressional districts

• Directs the Oklahoma Water Resources Board to hold at least one annual public stakeholder meeting in each congressional district, chaired by the Board member representing that district

• Requires the Board to establish a district or geographic area input liaison position to facilitate public meetings, receive input, and report geographic area issues to the Board

• Mandates the Board to consider needs and requests from stakeholder meetings when approving cooperative infrastructure projects and distributing loan and grant funding, while maintaining overall statewide authority and jurisdiction

• Becomes effective July 1, 2013, with an emergency clause allowing immediate implementation upon passage and approval
