• Establishes the "Allowing Local Administrators More Options Act" to empower locally elected school boards with greater autonomy in governing school districts based on local needs and circumstances.

• Allows school districts to request exemption from state statutory requirements and State Board of Education rules that currently apply to charter schools, subject to approval by the State Board.

• Exemption requests must include a deregulation plan outlining educational and fiscal benefits, with approval for a maximum of three years and annual reporting requirements; school districts may apply for renewal.

• School districts granted exemption must still comply with mandatory requirements including student residency rights, minimum teacher salary schedules, teacher retirement system participation, employee background checks, and curriculum standards.

• Becomes effective July 1, 2013, with emergency status declared.
