• Establishes the Oklahoma Legislative Open Meetings Act to promote informed citizenry and legislative transparency.

• Requires notice of legislative body meetings be posted at least 48 hours in advance and agendas posted at least 24 hours prior to meetings.

• Defines "legislative body" as a majority of members in either chamber or a committee that recommends disposition of legislation and meets publicly during sessions.

• Mandates all meetings of legislative bodies be open to the public, with exemptions only by written instrument signed by the Speaker of the House or President Pro Tempore of the Senate stating cause.

• Allows any person to file complaints of noncompliance with an oversight committee, which must investigate and hold a public vote addressing each complaint.
