Amends Oklahoma Employment Security Act (40 O.S. 2011) Section 2-202 to require individuals from another state to be employed in Oklahoma for at least 3 months before becoming eligible for unemployment benefits.

Modifies Section 2-418 to establish that evidence of a suitable job offer from an employer constitutes proof an individual failed to meet work requirements and triggers immediate cessation of benefits.

Requires employers providing evidence of a suitable work offer to result in immediate benefit termination pending Commission determination, rather than continuing benefits during the appeals process.

Maintains exception allowing disqualification to be waived for one week due to illness, death of family member, or other extenuating circumstances beyond the individual's control.

Effective date: November 1, 2013.
