Amends the Trucking One-Stop Shop Act (47 O.S. 2011, Section 1167) to change how fines and penalties collected by the Corporation Commission are distributed each fiscal year

Reduces the initial allocation to the Oklahoma Tax Commission from $850,000 to $300,000 per fiscal year, effective upon the act's passage

Directs the first $300,000 collected each fiscal year to the Department of Public Safety specifically for staffing port of entry weigh stations to conduct safety inspections

Allocates the next $550,000 collected to the Oklahoma Tax Commission for apportionment under existing law (Section 1104)

Maintains the existing 50/50 split of remaining funds between the Trucking One-Stop Shop Fund (Corporation Commission) and the Weigh Station Improvement Revolving Fund (Department of Transportation)
