Amends 43A O.S. 2011 to add definitions for "telemedicine" and "recovery and recovery support" to the mental health code's terminology section.

Requires community-based structured crisis centers to comply with standards established by accrediting organizations including Joint Commission, Commission on Accreditation of Rehabilitation Facilities, Council on Accreditation, or Board-approved medical standards.

Expands the definition of "community-based structured crisis center" to include comprehensive community addiction recovery centers operated by the Department of Mental Health and Substance Abuse Services.

Adds exemptions from certification requirements for faith-based nonresidential recovery programs, residential recovery programs with fewer than 12 residents, and residential recovery programs not collocated with certified treatment facilities (though the latter may request voluntary certification).

Becomes effective November 1, 2013.
