Requires the Oklahoma Department of Human Services to issue a family impact statement for every proposed rule prior to or within 15 days after publication of the notice of proposed rule adoption.

The family impact statement may be modified after any hearing or comment period provided under the Administrative Procedures Act.

The statement must address three specific questions: whether the action encourages marriage or threatens marital status, whether it encourages parenthood and commitment to children, and whether it helps families perform their functions or substitutes government activity for family functions.

The bill becomes effective November 1, 2013.
