Creates the "JaRay Wilson Runaway Child Alert System Act" to establish a statewide alert system for missing or runaway children age 17 and younger whose disappearance poses a credible threat to their safety and health.

Designates the Commissioner of the Department of Public Safety as statewide coordinator to develop procedures, rules, and directives for implementing and managing the alert system in cooperation with Department of Transportation, Department of Human Services, local law enforcement, and media outlets.

Requires local law enforcement agencies to verify child eligibility, obtain photographs and identifying information, report to the national crime information center, and terminate alerts when the child is located or the notification period ends.

Authorizes local law enforcement to place runaway children located through the alert system into protective custody while determining if they are abuse victims, with out-of-state runaways subject to Interstate Compact for Juveniles Act procedures.

Amends existing law to allow children taken into custody based on reasonable suspicion of imminent safety threat, with provisions for reimbursement of custodial costs to parents or legal guardians in compliance with interstate compact requirements; effective November 1, 2013.
