• Directs the Oklahoma Department of Human Services to develop a workforce improvement plan for child welfare specialists aimed at increasing staff numbers, reducing turnover, and improving staff experience and competencies.

• The plan must include four key components: improved applicant screening, a competency-based assessment program for specialists, a transition plan for current workers, and a voluntary certification program offering career growth opportunities within child welfare.

• Requires the Department to research best practices, consult with active child welfare specialists, and consider employee recommendations when developing the plan, with submission deadlines starting January 1, 2014.

• Establishes the Child Welfare Specialist Compensation Enhancement Revolving Fund to provide compensation for child welfare workers meeting approved plan requirements, with funds to be included in future base appropriations.

• Effective July 1, 2013, with an emergency declaration allowing immediate implementation upon passage.
