HB2243 Summary

• Amends 70 O.S. 2011, Section 1210.544 to establish procedures for State Board of Education takeover of persistently low-achieving schools

• Allows parents or legal guardians representing more than 50% of students to petition for state control of schools identified for improvement that fail to make adequate yearly progress

• State Board retains all funds allocated to the school based on student average daily membership and may operate the school directly or implement alternative governance arrangements (charter conversion, private management company, staff replacement, etc.)

• Petition filed with local school district board, which must notify State Board of Education; state takeover occurs at end of school year following petition filing

• Effective July 1, 2013, with emergency clause for immediate implementation
