• Establishes the "Elementary School District Administrative Restructuring Act" allowing elementary school districts with fewer than 500 students to voluntarily restructure or be annexed to other independent school districts

• Requires the State Department of Education to publish an annual restructuring list identifying all elementary districts falling below the 500-student threshold based on two-year average daily membership

• Elementary districts on the restructuring list may voluntarily petition the State Board of Education for approval of restructuring/annexation by a deadline, or face mandatory restructuring by the following July 1st

• Requires restructured districts to create a single superintendent position, track educational progress of students from affected districts, and prohibits closure of school facilities except as agreed in the petition terms

• Allows noncontiguous districts to restructure with Board approval if they are in the same county or if restructuring improves educational benefits or transportation costs
