HB2278 Summary

• Amends Oklahoma's School Bullying Prevention Act to add "cyberbullying" as a prohibited behavior alongside harassment, intimidation, and bullying

• Expands definition of "electronic communication" to include e-mail, instant messaging, social media, text messages, blogs, online games, and websites, whether or not originating at school or during school hours

• Requires district boards of education to adopt comprehensive bullying prevention policies including reporting procedures, investigation protocols, staff training, parent/student education programs, and semiannual incident reporting to the board

• Directs the State Board of Education to develop a model policy, establish monitoring and compliance rules for districts, and maintain a central repository for tracking harassment and cyberbullying incidents

• Modifies the Safe School Committee composition to include administrators and school staff, and removes the exemption that previously excluded technology center schools from these requirements
