• Mandates the Corporation Commission determine whether producers have paid all owed impact fees before issuing permits for new shale gas wells and prohibits permit issuance until fees are paid

• Restricts county use of impact fee funds to specified purposes including infrastructure, water/sewer systems, emergency services, environmental programs, housing, and worker training at technology centers
