Administrator of Oklahoma Health Care Authority sets employee duties and compensation for positions not prescribed by law.

Authority authorized to pay professional expenses for its Administrator and licensed physicians including dues, licenses, memberships, continuing education, and malpractice insurance.

For fiscal year ending June 30, 2014, Authority must budget total appropriations of $953,701,274 across operational categories including $907,385,437 for Medicaid Payments and $19,836,072 for Operations.

Authority may request exemptions from expenditure limitations for unanticipated federal funds awarded after July 1, 2013, subject to approval by Office of Management and Enterprise Services and review by legislative committees.

Appropriations may be budgeted for fiscal year 2014 or 2015 with specified encumbrance and lapse deadlines (November 15, 2014 or 2015 respectively); act becomes effective July 1, 2013 with emergency clause.
