Amends Oklahoma Constitution to establish biennial budgeting for odd-numbered years, with budgets covering two full fiscal years instead of annual budgets.

Restricts Legislature during odd-numbered years to considering only appropriation measures, while even-numbered years allow consideration of new legislation, amendments, repeals, and constitutional referenda.

Allows Legislature by 3/4 vote in each chamber to consider non-appropriation measures during odd-numbered years.

Requires State Board of Equalization to certify available revenues based on 95% of itemized revenue estimates and establishes Constitutional Reserve Fund procedures for surplus funds and revenue failures.

Amends Article X Section 23 to implement two-year fiscal period certification procedures, including provisions for emergency appropriations and manufacturing incentives when reserve fund reaches $80 million; effective January 1, 2015.
