Calls on Congress to convene a constitutional convention under Article V of the U.S. Constitution for proposing a balanced budget amendment.

Requests that the amendment require the total of all federal appropriations in any fiscal year (absent national emergency) not exceed total estimated federal revenues, with related fiscal restraints.

Directs the Oklahoma Secretary of State to transmit copies of this application to Congress, state legislators, and the presiding officers of other state legislatures requesting cooperation.

Declares this application covers the same subject matter as previously-adopted balanced budget amendment applications from 19 other states and aggregates with those applications toward reaching the two-thirds threshold required to trigger a convention.

Establishes this as a continuing application that supersedes all previous Oklahoma applications on the same subject.
