• Proposes constitutional amendment to Section 5 of Article XIII to create an elected Board of Education composed of five members instead of the current appointed system

• Board members would be elected at general elections for four-year terms, with one member elected from each congressional district

• Establishes member qualifications: must be Oklahoma resident for 2+ years, qualified voter, at least 30 years old, and cannot hold other government offices

• Limits Board service to 12 years total (non-consecutive) and requires members to take oath of office filed with Secretary of State
