Salary Increases: Provides pay increases effective July 1, 2013 for all full-time state officers and employees, including temporary and limited-term employees who were employed on June 30, 2013.

Tiered Pay Raises: Awards 5% increase for employees earning less than $40,000 and 2% increase for employees earning $40,000 or more, based on annualized salary as of June 30, 2013.

Coverage and Exclusions: Applies to county health department, conservation district, and George Nigh Rehabilitation Institute employees, but excludes elected officials, cabinet secretaries, judges, district attorneys, higher education institution employees (except George Nigh), and certain contract workers.

Implementation Details: Employees on leave without pay status receive increases upon return to work; employees rehired or reinstated in July 2013 without a break in service receive the raise immediately upon reinstatement.

Funding Restriction: Prohibits using appropriated funds to increase compensation for private business employees providing personnel services under contract, with exception for sole source or Central Purchasing Act contracts.
