Expands proper venue for adoption proceedings to include the county where a licensed adoption agency with custody of the child has its principal place of business, in addition to existing venues (petitioners' or child's county, Tulsa County, or Oklahoma County).

Changes adoption petition filing requirement from "shall be brought" to "may be brought" in specified courts, providing more flexibility in venue selection.

Requires an affidavit disclosing all adoption-related costs and expenses be attached to the adoption petition or filed before the final decree of adoption.

Establishes a detailed list of allowable adoption expenses including attorney fees, medical expenses, counseling, agency fees, reasonable living expenses for birth mother, and a maximum one-time $100 gift to birth mother.
