• Creates three revolving funds: Internet Crimes Against Children Prosecution Revolving Fund for the District Attorneys Council ($2.00), Internet Crimes Against Children Unit Revolving Fund for OSBI ($5.00 and $1.00), and Child Abuse Response Team Revolving Fund for OSBI ($2.00).

• Funds support enforcement of internet crimes against children laws and child abuse response services without requiring legislative appropriation each year.

• Declares the act an emergency, making it effective upon passage and approval; requires reporting on effectiveness to legislative leadership by April 1, 2015.
