Amends 69 O.S. 2011, Section 687.1 to modify objectives and authorities of circuit engineering districts formed by county boards of commissioners.

Removes provisions allowing circuit engineering districts to form economic development trusts and eliminates the liaison officer requirement for oversight of those trusts.

Authorizes districts to hire up to one registered professional engineer per three counties within each circuit engineering district.

Establishes that circuit engineering districts may organize a statewide board of chairpersons with authority to conduct business, coordinate activities between districts, and administer the Statewide Circuit Engineering District Revolving Fund.

Becomes effective July 1, 2013 with an emergency declaration for immediate implementation.
