SB 1011 Summary

• Streamlines operations of the Oklahoma Department of Agriculture, Food, and Forestry by eliminating several advisory boards and committees, including the State Board of Registration for Foresters and the Rural Economic Development Loan Program Review Board.

• Transfers authority and duties from eliminated boards to the Oklahoma Department of Agriculture, Food, and Forestry, consolidating regulatory functions for forestry registration, apiary oversight, and rural economic development loans.

• Modifies the State Bureau of Standards structure by replacing the board of control system with a single Director of Laboratory Services, simplifying governance and decision-making.

• Amends the Rural Economic Development Loan Program to remove the review board approval requirement and assigns administrative duties directly to the Department with consultation from the State Banking Commissioner.

• Repeals multiple statutory sections establishing advisory committees and boards related to fire ants, agriculture enhancement, poultry operations, county fairs, forestry cost-sharing, pecan marketing, swine operations, and biofuels development; effective November 1, 2013.
