Requires victim impact panel programs to be live, in-person presentations of at least 90 minutes in a format approved by the district attorney within the district where the program is conducted.

Applies this requirement to victim impact panel programs ordered as conditions of probation under suspended sentences and deferred judgments for DUI-related offenses.

Programs must obtain written consent from both victim and offender when used as victim/offender reconciliation programs, with confidentiality protections for volunteers and mediators.

Effective date is November 1, 2013.
