Adds exemption for telephone or electronic solicitation of potential customers on behalf of licensed Oklahoma alarm companies.

Modifies photograph requirements to mandate Department of Labor-approved photographs and updates drug-related disqualification language to address illegal drugs and non-medical use of prescription drugs.

Changes Committee authority from prescriptive to advisory role by requiring the Committee to "assist the Commissioner" rather than independently prescribe forms and collect fees.

Makes suspension or revocation of licenses a public record and modifies employee conduct standards so licensees may (rather than shall) be held responsible for employee misconduct within scope of employment.
