Creates a "covenant marriage" option in Oklahoma where couples declare their marriage is a lifelong commitment and agree to seek counseling if marital difficulties arise

Requires couples seeking a covenant marriage to complete premarital counseling that covers the nature, purpose, and responsibilities of marriage, and to file a declaration of intent with their marriage license application

Allows existing married couples domiciled in Oklahoma to convert their marriage to a covenant marriage by filing a declaration of intent with the district court

Imposes additional requirements for divorce in covenant marriages: spouses seeking divorce on grounds of incompatibility must complete 6 hours of marital counseling within 3 months and observe a 1-year waiting period before a final decree can be granted
