• Creates the "Professional Services Acquisition Act" establishing definitions and rules for acquiring professional services and related products in Oklahoma using state funds.

• Prohibits out-of-state persons or business entities from soliciting, contracting for, or providing professional services (physicians, pharmacists, dentists, podiatrists, optometrists) and related products in Oklahoma when state funds are involved, unless they comply with the same rules and regulations required for in-state providers.

• Requires state agencies to review existing out-of-state contractors for compliance within 90 days and rescind or decline to renew non-compliant contracts, replacing them with compliant alternatives.

• Establishes jurisdiction for administrative, civil, or criminal enforcement actions, deeming computer or electronic transactions for acquisitions between jurisdictions to have occurred in Oklahoma.

• Effective date: November 1, 2013.
