Amends 59 O.S. 2011, Section 1425 regarding penalties for scrap metal dealer violations under Sections 1421 et seq. of Title 59

Increases the penalty for knowingly providing false information from a misdemeanor to a felony, punishable by up to 5 years in state custody or up to 1 year in county jail, plus a fine not exceeding $500

Requires restitution to victims for those convicted of providing false information, as provided in Section 991a of Title 22

Maintains existing penalty structure for other violations: first offense misdemeanor ($2,500 fine), second offense misdemeanor ($5,000 fine or 6 months jail), third offense felony ($10,000 fine or 2 years imprisonment)

Effective date of July 1, 2013, with emergency clause for immediate effect upon passage and approval
