Requires all general contractors (primary, sub, and independent contractors) working on commercial construction projects to be licensed, bonded, insured, experienced, qualified, and examined in Oklahoma beginning July 1, 2014.

Directs the Construction Industries Board to define licensing terms, conditions, fees, bond amounts, insurance requirements, experience qualifications, and examinations by November 1, 2013, and submit recommendations to the Legislature.

Defines "commercial construction project" broadly to include public buildings, apartments, hotels, offices, churches, recreational facilities, retail centers, industrial warehouses, and other structures where the general public has access or use.

Exempts residential home builders, remodelers, and handymen whose work is limited to single homes, duplexes, triplexes, four-plexes, garages, patio rooms, gazebos, storage sheds, and residential concrete work.

Takes effect July 1, 2013, with emergency clause allowing immediate implementation upon passage and approval.
