Summary of Senate Bill 11

• Amends 70 O.S. 2011, Section 1210.523 to allow ACT scores in the 34th to 100th percentile to demonstrate mastery of state academic content standards for high school graduation.

• Permits school districts to establish policies exempting students from the Achieving Classroom Excellence Act requirements, requiring annual written explanations to the State Board of Education.

• Establishes a State Board of Education appeal process allowing students denied a standard diploma to petition for review within 30 days, with Board action required within 45 days.

• Requires the Board to collect and report data on student exemptions and appeals to state leadership beginning October 1, 2012.

• Effective date of July 1, 2013 with emergency clause for immediate implementation upon passage and approval.
