Department of Transportation shall expend up to $2,500,000 for construction of roads to existing industrial sites and economic development purposes, and up to $2,500,000 for construction, maintenance and repair of roads to historical sites and lake access roads.

Director of Office of Management and Enterprise Services shall transfer $1,900,000 from State Highway Construction and Maintenance Fund to Public Transit Revolving Fund.

For fiscal year ending June 30, 2014, Department of Transportation must budget funds in specified categories: Highway ($206,807,119 appropriation, $2,500,000,000 total); County ($0 appropriation, $500,000,000 total); Transit ($1,900,000 appropriation, $40,000,000 total); Rail ($0 appropriation, $50,000,000 total); and Waterways ($0 appropriation, $1,000,000 total).

Department shall develop outcome-based performance measures for each budget category and is authorized to use available funds to match federal disaster relief funds under Public Law 93-288.

Act becomes effective July 1, 2013, and is declared an emergency; appropriations from Enrolled House Bill 2301 may be budgeted for FY-14 or FY-15 with funds encumbered through June 30 of respective year and expended by November 15.
