Amends Sections 25, 28, 80, and 67 of Enrolled House Bill No. 2301 from the 54th Oklahoma Legislature to modify appropriations for fiscal year ending June 30, 2014.

Reduces Oklahoma State Regents for Higher Education General Revenue Fund appropriation from $810,673,852 to $833,673,852, with $3,830,038 transferred to Oklahoma Tuition Equalization Grant Trust Fund.

Reduces Oklahoma State Regents for Higher Education Special Cash Fund appropriation from $50,000,000 to $27,000,000 for education, operating budgets, programs, construction, renovations and repairs.

Reduces Oklahoma Department of Commerce General Revenue Fund appropriation from $25,788,858 to $22,788,858; allocates $3,000,000 from Special Cash Fund to Oklahoma Quick Action Closing Fund.

Reduces Department of Mental Health and Substance Abuse Services General Revenue Fund appropriation from $336,821,458 to $316,821,458 and allocates $20,000,000 from Special Cash Fund; becomes effective July 1, 2013 with emergency declaration.
