• Requires the Oklahoma State Regents for Higher Education to submit an annual report to the Legislature on all baccalaureate programs offered in the state higher education system

• Report must include five-year data for each program: average graduation rates for first-time enrollees, average student debt, and percentage of graduates employed in their field of study

• Mandates that institutions provide information to sophomores and their parents by the end of the second year showing projected debt levels and information about high-demand academic programs in Oklahoma's economy

• Takes effect July 1, 2013, with an emergency clause for immediate implementation
