SB 161 Summary

• Establishes the "Firearms Manufacturer Relocation to Oklahoma Act" to encourage firearms manufacturers to relocate to Oklahoma and declares the state as gun-friendly.

• Exempts firearms, firearm accessories, and ammunition manufactured in Oklahoma and kept within state borders from federal regulation and taxation under interstate commerce authority.

• Requires firearms manufactured or sold in Oklahoma under this act to be marked with "Made in Oklahoma" on a central metallic part like the receiver or frame.

• Sets possession and purchase requirements including age restrictions (21 for handguns, 18 for rifles/shotguns) and prohibits ownership by felons or those adjudicated mentally incompetent or committed to mental health institutions.

• Applies to firearms manufactured from basic Oklahoma materials without significant imported parts, effective November 1, 2013.
