Oklahoma Senate Bill 183 Summary

• Amends the school grading system under 70 O.S. 2011, Section 1210.545 to maintain the A-F letter grade structure for schools based on student achievement and school improvement metrics.

• Establishes an oversight committee chaired by the Secretary of Education with representatives from three statewide teacher organizations, two school administrator associations, and two parent appointees to develop the school grading formula.

• Committee must create a research-based formula implementing the A-F grading system and report findings to the Governor, President Pro Tempore of the Senate, and Speaker of the House by December 31, 2013.

• Keeps the existing grading weight distribution: 33% student test scores, 17% student learning gains, 17% lowest-performing student improvement, and 33% whole school improvement (including graduation rates, advanced placement participation, and college readiness for high schools).

• Becomes effective July 1, 2013 with an emergency declaration for immediate implementation.
