SB19 Summary

• Enacts the "Transparency in Spending Act of 2013" to require greater legislative transparency in state spending.

• Prohibits votes on appropriation bills or amendments unless published on the Legislature's website and distributed to all members at least 10 calendar days before the vote.

• Requires all published bills, amendments, and substitutes remain continuously visible on the Legislature's website from publication through the date of vote.

• Prohibits expenditure of state funds except pursuant to authorization in an appropriation bill and grants any state taxpayer standing to challenge violations.

• Effective July 1, 2013, with an emergency declaration.
