Amends 11 O.S. 2011, Section 34-102 to establish qualifications for municipal police chiefs, including CLEET certification and completion of an approved police chief administrative training course within 12 months of assuming office.

Requires the Oklahoma Association of Chiefs of Police to develop a Police Chief Administrative School in consultation with the Council on Law Enforcement Education and Training (CLEET) that meets CLEET's minimal criteria.

Provides that police chiefs who fail to obtain required qualifications within the specified timeframe shall have their CLEET certification revoked and be removed from position.

Requires all municipal police departments to adopt policies by January 1, 2016 addressing 13 safety and liability issues including search and seizure, use of force, racial profiling, domestic abuse, and supervision of part-time officers.

Establishes a six-month compliance period for municipalities to adopt required policies after notification of noncompliance, with a possible six-month extension if substantial compliance efforts are underway; effective November 1, 2013.
