• Modifies 21 O.S. 2011, Section 1277 to reduce the number of places where handgun license holders are prohibited from carrying concealed or unconcealed handguns, removing restrictions at government meetings, sporting events, and pari-mutuel wagering locations.

• Retains prohibitions on carrying handguns in government buildings, prisons/jails, and elementary/secondary schools, while expanding property exclusions to include vehicle parking areas and adjacent properties.

• Authorizes handgun license holders to bypass security checkpoints at state, city, and county facilities by presenting a valid handgun license and Oklahoma driver license or ID card.

• Modifies college/university firearm restrictions to allow licensed handgun carriers in vehicle parking areas and other designated locations with written consent from institutional administrators.

• Establishes misdemeanor penalties (up to $250 fine) and administrative fines for violations, with effective date of November 1, 2013.
