Requires all noncommercial boat trailers, farm trailers, and utility-type trailers to be registered with the Oklahoma Tax Commission instead of allowing optional registration.

Establishes registration fees of $20.00 for initial registration of boat and utility-type trailers and $1.00 for farm trailers, with subsequent transfer fees of $7.00 and $1.00 respectively.

Issues nonexpiring registration certificates and license plates for registered trailers that must be displayed on the vehicle.

Creates penalty of $1.00 per day (not to exceed $100.00) for failure to register a new or used vehicle within 30 days of ownership transfer, or within 6 months for trailers (extended compliance deadline).

Repeals Section 1133.3 relating to optional registration of certain trailers and clarifies that trailer registration requirements apply to the definition of "trailer" added to Section 1105.
