SB 219 Summary

• Amends 63 O.S. 2011, Section 1-132 to establish the Oklahoma Health Information Exchange Trust (OHIET) as a public trust benefiting the state.

• Sets OHIET governance structure with seven trustees: three appointed by the Governor, two by the Senate President Pro Tempore, and two by the House Speaker, with staggered five-year terms.

• Authorizes OHIET to serve as Oklahoma's "Qualified State-Designated Entity" to receive federal grants under 42 U.S.C. Section 300jj-33 for electronic health information exchange.

• Requires OHIET to establish an advisory board with representatives from healthcare providers, health plans, patients, technology vendors, employers, public health agencies, and other stakeholders.

• Effective January 1, 2014: OHIET provisions expire; State Department of Health assumes grant responsibilities for prior awards but cannot accept new grants or pursue further activities related to OHIET's original purposes.
